Error while adding tax lines in RTV debit memo india tax details form

RTV debit memo is not creating with tax lines in distribution if the tax category combination is with discount. Checked the india tax detail form and found only discount tax line and the GST tax lines. if try to manually add the tax lines, getting error as below;
