Data Conversion hangs on one statement - PTIADATACONV.GetSectn.Step01

Data Conversion hangs on PTIADATACONV.GetSectn.Step01 and does nothing. It keeps "Processing" but doesn't process anything. After some time Change Assistant fails stating  below error. In process monitor i see that the processes are in "Processing state" but stuck at same step and in sleep mode.

Error: Unable to Connect to Application Server (wczzda0115.apsc.com:9050).

(0,0) : bea.jolt.ApplicationException: TPESVCFAIL - application level service failure".

We are upgrading from PT8.53.28/FSCM 9.1 to PT8.56.01/FSCM 9.2 PUM19.
