Core Workflow - EBS (MOSC)

We have EBS 12.2.4. I am using Workflow Builder 2.6.3.5, and am unable to modify my access level in

I used APPS to download the HRSSA workflow.

I selected Properties and navigated to the Navigator Control Properties window and Access tab.

Everything is greyed out.  The existing values are:

-  Customization = 20

-  Access = 100

-  Protection = 20

As of a couple of years ago, in 12.1.3, I was able to change my access.  Without changing the access, I cannot change the workflow.

What has changed with the 12.2.4 workflows?
