R12.2.4 Workflow notifications turn off and turn on in test instances

We had turned off the notifications in test instance. Yesterday we restarted the services (because the VM was migrated to different cluster) , after restarting the services the notification mailer got turned ON and we started getting notifications.

Trying to understand what caused the notification mailer to turn ON.

As per my understanding there 2 ways to turn off the mailer -

a) Thru OAM Stop the mailer

b) Update outbound and inbound threads to 0

Is there any other way to turn off the mailer ?
