IGST defined tax_rates - how to enforce accounting on tax account?

I have question about accounting IGST defined tax_rates   (in BOE document). Accounting for this tax rates are accounted at cost account (not at tax account). Additionally on line Tax details, 'Recoverable flag' may be marked or not - no impact on accountings). Please find attached file with print screen. If more details is needed, please inform.

Question is if how to enforce accountings on 'tax account'?

PS: I am not expert in GST at all . May be a problem of invalid data or invalid setup.
