RMS V16 Application Installation Error

Hi all,

          While installing RMS V16 application i am getting this error WLSTException: Error occurred while performing startEdit : Could not start the edit session. Currently user 'weblogic' has a lock on the configuration. : weblogic.management.provider.EditWaitTimedOutException: Waited 600000 milliseconds.please assist me to solve this problem.
