Why does pscbo_stats seems to adversely affect database performance?

Hello,

I recently upgraded database for peopetools 8.54, from 11.2.0.3 to 11.2.0.4; and since i did that, the database performance is very unstable. I  also noticed that the performance of the database degrades considerably after updating the statistics with pscbo_stats.
