Missing Future cost for item locs in RMS and RPM

Item locs when they are ranged in RMS need to populate future cost table through ASYNC process. Looks like some of the items didn't get processed and is causing items not to display on the RPM screen.

Steps:
1) Created an item in RMS and range to locations

2) Async process should add future cost data.

When recreated in DEV, i was able to see item location ranged to FUTURE COST table correctly.  Is there any reason how data will be missing in FUTURE COST table. I was looking at the ASYNC job to see how it runs in backend when ranging to all locations.
