Cannot start DEMO environment in Peoplesoft 9.1

Hi,

This is the first time when I encounter this issue. I never face any problem when trying to restart DEMO environment in Peoplesoft 9.1.

I have requested my DBA to restart the dabatase but the error still occur. Please assist me to solve the issue.
