8.55 Tools homepage tiles are not always highlighting for access

We are just implementing 8.55 tools in a test database.  We are having issues with the homepage tiles access.  We can see all the tiles, however when you mouse over the tile it doesn't always change colors or allow you to click the tile to get to the page within.  Sometimes it works just fine, other times you have to hover over the edges of the tile in order to get it to work, and then other times it just allow access at all.  This can all happen on the same homepage as well.  On one homepage in particular, the
