Function PurgeQASDATA getting 'This function is not implemented.'

When I run the QASPURGE AE process (PeopleTools -> Process Scheduler -> System Process Requests) from a NT or Unix Process Scheduler we get an error.   I can run the QASPURGE process local on my PC fine but when we run via a Process Scheduler it throws:

PurgeQASData: This function is not implemented. (2,612)
QASPURGE.DelFiles.GBL.default.1900-01-01.Ste p01.OnExecute  PCPC:359

There is PeopleCode Step has function PurgeQASData.   It is in blue text (as per other functions/keywords) and if I change the parameters and validate App Designer tell me I have incorrect number of parameters.

Has anybody seen anything like this?  Are PeopleTools functions within a .dll/class file that I am missing off my servers per chance?   I cannot find any documentation about this '
