TDS invoice is not getting generated for migrated regime "TDS"

Hi

We are in 12.1.3, TDS invoice & Credit Memo are not created when I use the migrated regime 'TDS' however it is getting created when I use a new regime. I have identical registration setup for both regimes. Can someone give some idea of what need to checked to fix the issue.

Oracle recommends to use the migrated regime, but if I cannot resolve this issue I will have to use the new regime. Please advise.
