Poor performance on Start page in OpenUI

We have some very bad performance on start page in our load tests. We get around 45 seconds on an average loading time in our load tests.

We raised an Oracle SR but they said that first time login in OpenUI is always slow.

We added Web server performance parameters as mentioned in https://docs.oracle.com/cd/E14004_01/books/DeployOpenUI/DeployOpenUI_Features10.html

But that was not of good help in first time login. (Probably that can help us better performance from second time onwards)

Can anyone provide inputs on how to reduce initial loading time ?

We are on Apache and IP 2015 P6
