How to Add Unit of Measure Adhoc Tax in Foreign Currency

Sales Order created with foreign currency. Say Line amount 100 USD. UoM Adhoc tax on the same line is 3 USD. System is not allowing to add UOM Adhoc tax as 3 USD, even though tax line in "India Tax Detail form shows the currency as USD, if we input 3 as tax amount, system is treating that amount as functional and converting into USD again.

The functional value gets fixed and this creates problem when there is exchange difference between order date and ship date. The Dollar value gets changed.
