Cannot SSL-enable (server-authentication) OID 11g

Hi,

I have been trying for awhile to enable one (just one) of our OID instances, but am having problems. 

It seems that if I change the orclsslenable parameter to "1" or "2" (non-SSL and SSL ports), I can start the OID using opmnctl and it goes to "Alive" and is listening on ports 3060 (non-SSL) and 3131 (SSL), but I cannot connect to EITHER port.  The connection seems to just hang.  I have been through Oracle's KB and tried to set the orclsslwalleturl to " ", but it is still the same. 

If I set orclsslenable to "0" then port 3060 works non-SSL.
