We created a custom subscription for the business event "oracle.apps.fnd.concurrent.request.complete

We created a custom subscription for the business event "oracle.apps.fnd.concurrent.request.completed" in R12.1.3.  The subscription submits a concurrent request for custom program "GMPAP_KEYBANK_TRG" when requests for a specific IBY concurrent program completes.  After we upgraded to R12.2.5, the event started submitting the request for "GMPAP_KEYBANK_TRG" from completed requests that had nothing to do with the specified IBY concurrent program, e.g. AP invoice validation, GL Journal report, etc  We have no idea why the event is submitting this request for all of these other unrelated completed requests (that have nothing to do with the specific IBY program).  Any ideas what might be
