Row-Level Security - Good resource for explaining it to functional users?

Hello Community!

Does anyone have a good resource for explaining to functional superusers how row-level security works?

We are having issues/misunderstandings due to our HR superusers not really understanding how row-level security works.  For example, when they recently transferred an employee to a new office, they expected the users with access to that office's data to see that employee's transfer Job row, but none of the employee's other Job rows.  There has also been confusion about why they can see data for future hires on some pages and query tables and not others.

I need to give them a good grounding in how row-level security works.  They don't need to know how to implement it or how to maintain it, which is most of what I find when I look in PeopleBooks.  What they need to understand is how the Job Data updates they are making affect security for themselves and others.  My challenge is that I'm highly technical, and the people I need to explain this to are not.  (Don't get me wrong, they are very intelligent, highly skilled people, but they aren't technical.)  I was taught row-level by going through the
