Security to the Journal Processing Control Options

Following are the process control options on the Create/Update Journal Entries page that we wanted to restrict (provide secured access)

Actions :      

1. Submit Journal                                        

2. Post Journal

3. Edit Journal

4. Delete Journal

Is there a way that we can restrict the users to perform the above actions other than modifying the PeopleCode here (JRNL_PANELS_WRK.PB_PROCESS.FieldEdit)? I'm looking for options to see if it can be handled through permission list or process group etc?
