DIP sync issue

All,

I have OID and DIP installed at the same Oracle Home. DIP version 11.1.1.2.0

I have configured LDAPS  on OID with port 3131.

When I attempt  to connect DIP  from EM console to OID on the port 3131, I'm getting  " Unable to locate the DIP sync profile mbean.

The connection test could not be performed.

The test aborted with the message : Unable to locate the DIP Sync profile mbean - :oracle.idm.integration.sync.config:*:

Based on Oracle recommendation: I restarted the database, listener, AdminServer, Nodemanager, managed server and opmn services.
