HCM Image 23 Native OS Installation Error (Failed to create PIA domain)

I downloaded the HCM PUM 23 Image Native OS DPK files and setup on Microsoft Windows Server 2012 R2 VM. All the steps are success up to Setting up PeopleSoft Process Scheduler Domain and then it failed at Setting up PeopleSoft PIA Domains.

Puppet (err): Failed to create PIA domain peoplesoft: Creation of PIA domain peoplesoft failed

Anyone having the same issue?
