What is the functional use of not providing user identification for most of the forms? why this is l

while performing p2p operation in RMS/RTM i found that for some forms we cannot identify which user created/last updated status .Let us assume for example a partner,Obligation forms are accessible for multiple users in this case multiple users can create/update the same form. The unavailability of user who created/modified the data it's not easy to identify unless if business follow a process. I just wan to know is there any specific reason for not providing this info to capture ? if anyone came across this please share your thought's and also let me know how can we identify the users
