Not able to Send email to a distribution list who is not a fnd user

Hi,

We want to send emails to multiple persons which are stored in a distribution list, through oracle workflow. The emails don't have any fnd user. It is just the external user.

We tried creating adhoc users using the API WF_DIRECTORY.CreateAdHocUser and used this in the workflow notification but it didn't work.

Please let us know how we can achive this?
