Stuck voucher

There is a voucher stuck in the PeopleSoft system since 2006.  We need help with manually closing the voucher out.  I emailed Pere Taule several times but I my emails are being returned.  Can someone else assist me with determining how to close the voucher out.  The voucher was turned over to the state as unclaimed property but we are just hoping to close the record out.
