OAM Managed server not up and running

Recently we have changed the password for opss-DBDS in weblogic and shutdown the Managed server and Admin server.

when we try to change the password in bootstrap file. It says

wls:/offline> modifyBootStrapCredential(jpsConfigFile='/u1/domains/aserver/oamsand/config/fmwconfig/jps-config-jse.xml',username='LETR2A_OPSS',password='xxxxxx')

INFO: Found persistence provider "org.eclipse.persistence.jpa.PersistenceProvider". OpenJPA will not be used.

WLS ManagedService is not up running. Fall back to use system properties for configuration.

When we try to bring up the Managed server.. In logs it says..
