Best practices to extract data from People Soft HR 9.1 for employees

Best practices to extract data from PeopleSoft HR 9.1 and tools 8.55.

Requirement is to extract data of employees belonging to a particular region or country and save them in excel, csv file.

Then delete the employees from People Soft HR completely using the ID Delete process. But here the plan is to do a mass delete.

Let me know the best ways to extract data and store them for future references. Do we need to take a table Dump or Do we take module wise dumps. Do we already have any existing processes ?
