AR Transactions not showing up in GSTR 1 report

We are configuring OFI GST. After applying the RUP10 patch and generating the GSTR1 report from Oracle, we find that none of the AR transactions are coming up in the report. On further deep diving, we see that for all AR invoices, in spite of running the India Period Ending Program, the Reporting Status in the Tax Repository remains NULL and DOES NOT change to "Ready to File".  Kindly advise.
