PeopleSoft Integration Hub Multiple PS HCM/FSCMs.

I am not sure about this question, so I would like to ask the community.

We are looking at the PeopleSoft Integration Hub configuration, and have successfully created a PIH instance and setup the SSO between HCM/FSCM DEV instances.  Looking ahead I am wondering what is best practice, as well as how do clients setup the additional instances with PIH?  Do you add more instances to one HUB, or do you create additional hubs for additional instances (i.e.  PIHTST for HCM/FSCM Test instances, PIHQA for HCM/FSCM QA instances, or PIH with HCM/FSCM DEV, TEST, QA instances all setup).
