Fluid: Move the Action list on Fluid header to the NavBar

Through our initial usability studies, we have found a lot of customers getting confused with the 2 drop downs on the Fluid header- "Action list" (used for adding to favorites, profile and signout) and the main NavBar.  We think having the Action list under the NavBar makes more sense and aligns PeopleSoft with other web apps our users are used to navigating in their day to day life.  Below is a wireframe of what we are trying to accomplish.  If anyone has tried this, would love to hear your thoughts/comments.
