Process claim not enable after receipt creation

After accept and deliver the material, then process claim form has enabled. But we need process claim should be enabled after receipt creation. Because inspection and deliver process getting delayed.from our side. As per GST rule when we receive the material, we have to claim the tax. Please update the solution.
