EBS 12.2.6 Procurement Contracts

Hi Team - We have a unique situation where client wants to convert existing legacy Contracts for logistics suppliers (transportation/carrier vendors) and their long term plan is to create RFQs and implement rate card as part of the contracts. Client just want to create contract header and attach the Terms and Conditions and all of that content as an image.

My question is,

1. if we convert legacy contracts as Repository Contracts, I read that in 12.2.6 onwards, repository contracts can be referenced and used in sourcing and purchasing documents. Is that the correct understanding and how does that high level flow works? Is creating a Contract Purchasing Agreement a better option in the short term and create sourcing or purchasing documents in the future and reference the CPA during that time?
