We suddenly encountered this issue for all users including SYSADMIN user.

Below are the actions that have been performed so far:

Full system bounce

Run Workflow Directory Services User/Role Validation backend

Regenerate JAR files

Relink Applications programs

Compile APPS and menu information

Reload JAR files to database

Verified that maintenance mode is disabled

Verified that hidden DB parameter _fix_control is not set

Translation synchronization patches have been applied to our system last week but we're not sure if it caused this issue.

EBS Version: 12.2.6

DB Version: 12.1.0.2.0
