Environment(s) not defined in Change Assistant

Hello,  We are on HCM9.2 and I am attempting to create a Change-Package for PUM 23.  I imported both the Source and Target databases.  The problem is that when Validating the Environment nothing is detected.  The App and File Servers are active.  Any help is appreciated on how to point at the active Servers.
