Excel 2016

Excel 2016 via Office 365

PeopleTools 8.53.11

Application Release 9.10.000

When using two tier and launching a query to Excel 2016, Excel will not open.  PSNVS.EXE does appear in the task manager, but Excel does not.

If I have nVision open Query will execute, and bring data in to Excel.

The issue is not all of my users have nVision, only Query.

I know I am missing something in configuration or setup, but cannot find it.
