Classic Menu Favorites when Fluid is turned on

We are on HCM 9.2 (image 22), moving from PT8.54 to PT8.55.  We are turning on fluid for our users.  The stored Favorites are displaying in the NAV bar for our users, but not displaying in the Classic Menu.  Are we missing some security to the classic favorites?  (We did not change our security, and users can see them in PT8.54.)   When I log in with PeopleSoft Administrator, I can access my Favorites in the Classic Menu, but not when logged in as a regular user.  Please advise.
