Query AD through App Engine/PeopleCode?

I need to query AD to find all the PeopleSoft users that are setup in PeopleSoft but not setup in AD.  Is it possible to write an App Engine/PeopleCode program that connects to AD with "Directory Connect DN" credentials and Password from PS's Configure Directory setup and then queries for the existence of usernames?
