We are looking to turn on the 11 delivered Operation Metrics in Payables (recently upgraded to 9.2)

We are looking to turn on the 11 delivered Operation Metrics in Payables (recently upgraded to 9.2) but are having issues turning on the tiles or accessing Payables thru My Preferences.  Pretty sure this is security related but can't figure out what's missing.  Oracle docs explain how to configure the tiles/pivot grids, but not how to access the Payables Operation Homepage to turn them on.  Any suggestions or guidance would be greatly appreciated.
