An error occurred in the secure channel support FSCM 9.2 Journal Upload error

We are in FSCM 9.2 upgrade and we are using the new Journal Excel based upload process. We have applied image 23. It's working fine with Windows 10 OS. However lot of users have Windows 7 with Excel 2013 or Excel 2010 having problem. I do see that the new Jrnl Excel upload with PT 8.55.12 and Image 23 support Excel 2007 onwards.

When the user loads the file (where Windows 7 OS) they are getting below error
