Send all PeoleSoft emails in HTML only format

We want to send all PeoleSoft emails in HTML only format. Like automated emails from process scheduler, workflow, notification ..

This was working fine for a while. Recently because of security hardening at our agency, all the URLs are getting converted to text. User has to copy paste this in browser to gain access.

Is there an way i can ensure that all emails going out of PeopleSoft are in HTML format?  Like content-type

We are using 8.53.12 tools for Financials and 8.53.28 on HR

Please advise
