Major Performance Issues when move Database to Virtual Server

We're in the process of upgrading from PeopleSoft HCM 9.1 / Peopletools 8.53 to 9.2 / 8.55
As part of the upgrade we moved from a physical database server, Microsoft SQL Server 2008 R2 to a virtual database server Microsoft SQL Server 2012 R2 on Hyper-V (we've also tried SQL Server 2016 in our testing).
We've had major performance issues, particularly with reports; some reports have gone from 6mins to 30mins and 35mins to 3-4hrs.
After a lot of debugging and working with Oracle we know the issue isn't with the application or our application servers.
In testing we moved our 9.2 test database off of the virtual server and on to our 9.1 physical test server and all the issues were resolved.
