Subject link on Document Form References page

PeopleBooks documentation indicates that the Subject field on the Document Form References page should be a hyperlink that is available to link to the Form details for each Form instance. However, when I navigate to the page, the Subject field is just text, no hyperlink. Security does not appear to be the issue.

Has anyone been able to link to the Form from this field? Is there a delivered page where a user might be able to see all Form instances with details? Thus far, it seems like row level security is enforced pretty strictly.
