Notices - Fluid Tile not showing image / content

Not sure what's causing this but in some environment notices tiles are showing as below

We are expecting as below like it's shown in demo

We have compared all the related setup and security around fluid tiles. All seems matching but not sure why the image and content is not showing. Could someone help on this on what might be the cause ?
