Request Consolidation - consolidation Options greyed out

We just implemented Financials 9.2 PUM 23.  My business partner noticed that on the 'General Ledger > Consolidate Financial Data > Consolidation > Request Consolidation' the 'Edit Journal(s) and Post Journals(s)' options under consolidation Options are greyed out.  Is there a reason they are greyed out in 9.2?  Has anyone turned them back on?
