JRNL_HEADER without a journal ID?

We have an IU journal that committed to JRNL_HEADER, with the journal ID blank....  Has anyone ever seen this?  We're using the new spreadsheet journal import with Edit selected.  9.2 tools 8.55, through PUM 21.
