Reversing journal entry in Valid status instead of posting

Reversing journal entry used to post the reversing entry when the anchor entry was posted regardless of the subsequent period being open.  Now it leaves the reversing entry in a Valid status instead of Posted.  Has anyone else had this issue?  If so, any solutions?

We upgraded from PeopleSoft 9.2 PUM 5 to PUM 23.  When I run this scenario in the PUM 5 environment, the reversing journal entry posts even if the Accounting Period is closed.  In PUM 23, the reversing entry edits to a Valid status but does not post.  In both situations, the subsequent Accounting Period is closed.
