Function to Find or Replace all Special Characters

Hi ,

I am trying to find a Oracle Function where in I can replace all the special characters at one go. This is used to built HTML Tags and generate the Output in Excel.

Example of Special Chars :  MÉXICO ( Mex Language, Similary there could be language from Brazil as well.

Please advise.
