No Valid Agreement Error with Supplier Location

Version:  9.2 Image 11, PeopleTools 8.55

We are in the process of setting up eSettlements and in our testing we have set up a system admin, supplier admin, and buyer admin in eSettlements within our test environment. The supplier has one location set up, and it is used on an agreement between the buyer and supplier which has been agreed upon by both. However, when the Supplier creates a self service invoice for the buyer and attempts to submit it they receive the error below:

"A valid agreement does not exist between the Buyer, the Supplier and the Supplier location selected.
A valid agreement may exist between this Buyer and Supplier, but not for the Supplier location selected.  Either select a different location or a different Supplier, or create a valid agreement for this Buyer, Supplier and the desired Supplier location."
