OUD/WLS/ODSM installation issue

Hello,

I have installed the following products:

OUD 11g - 11.1.2.3

WLS 10.3.6 patched

OIM 11g - 11.1.1.9

After I configured the WLS domain to add the Admin server and ODSM, when i start the Admin server, i see this exception. I believe my ADF is fine as i can see the oracle_common directory, and my opatch shows up properly too.

I am not seeing anything specific in the support forum, just wondering if anyone has seen this error before. Again, this is from the WLS Admin server log.

any pointers on how to trouble shoot this issue?
