problem with my oracle Workflow mailer

Hello.. recently i have a problem with my oracle Workflow mailer

it seems the queue is stuck even though i already rebuild the WF notification out using "wfntfqup.sql" so many times

after rebuild the WF notification out, i start again service component mailer workflow..

the table wf notifictation out always locked like this..

this problem occur because the mail server is down in my the office, so the wf mailer is force to stop by system before i manual to stop the service..

i have this problem like this several times.. it can be solved by rebuilding the queue of wf_notification_out, i dont know why this time wont work.. and this problem always occured when the mailer is force stop by the system (I think)
