Need to restrict to read the email id at party level

Hello Team,

Our dunning level is Account and we need to restrict the system to read the email id at party level.

Current Situation:

1. If we give email id for a customer at both "Party Level" & "Account Level", then system reads the email id at account level, when we run the "IEX: Send Dunnings For Delinquent Customers".

2. If we give email id at only "Party Level", then system is picking form party level.

But we only need to send dunning letters, when only there is a email id at account level. Please let us know how do we overcome this.
