How to setup Alert Mail

Dear All,

What is needed and How can we setup Alert Mail to send emails to mail box.

For Example:

When New Purchase Order created; X and Y managers needs to be notified without logging to oracle application; X manager have oracle application account; Y does not have one; both want to receive alert into their mail boxes; X@abc.com and Y@abc.com.

We are using ORACLE EBS 12.1.2
